What should I say to landlord?

Check your local laws, Heat is considered a necessary amenity and most states require the landlord to fix the heat within 48-72 hours after you report that it is broken. I would find the local laws on this and if your landlord is not living up to his legal requirements, then threaten a lawsuit and/or threaten to break your lease and move out.
